Ms Turley said former military bases offered a more affordable and manageable alternative to asylum hotels because they are "self-contained" and can provide services on site.
The comments come as the Government announced the closure of 13 hotels used to accommodate asylum seekers and revealed it is looking at more military and industrial sites across the country.
One of the many contentious examples is the former military facility at Crowborough in East Sussex, which has been used to house asylum seekers, alongside similar sites such as Wethersfield in Essex.
