Neighbourhood officers made the arrests on Tuesday, August 11, as part of a proactive effort to crack down on retail crime in the area.
One of the suspects, Sam Mulligan, 36 and of no fixed address, was arrested after allegedly stealing two boxes of bacon from a shop on Caerleon Road.
Mr Mulligan was charged with four counts of theft from a shop.
A second man, Calum Edwards, 36, of Fairoak Avenue in Newport, was arrested on Christchurch Road and charged with 11 counts of shop theft and breaching a Criminal Behaviour Order (CBO).
Both men remain in police custody and are due to appear at Newport Magistrates’ Court.
