Malawi’s Speaker of Parliament, Sameer Suleman, has urged legislatures across Africa to “renew the social contract” with citizens by strengthening accountability, inclusion and responsiveness, warning that public trust in democratic institutions is under growing strain. Suleman, who also serves as President of the Commonwealth Parliamentary Association (CPA) Africa Region, made the remarks on Wednesday as he opened the 55th CPA Africa Region Conference and Annual General Meeting at the Bingu International Convention Centre in Lilongwe. Addressing delegates under the theme “Renewing the Social Contract: Parliaments as Catalysts for Inclusive Growth and Citizen Trust,”Suleman said many citizens increasingly feel detached from political decision‑making, while younger generations are demanding greater participation, dignity and opportunity. He added that the conference should serve as more than a forum for resolutions, arguing it must become a turning point in efforts to rebuild trust and strengthen democratic institutions across the region. The gathering has drawn Speakers, Presiding Officers, MPs, clerks and parliamentary officials from 17 CPA Africa Region branches, who are meeting to discuss challenges facing parliamentary democracy and explore reforms aimed at improving legislative performance and citizen engagement.
