Mr Donaldson said victims and survivors outside Northern Ireland were particularly disadvantaged. “It is essentially a Northern Ireland scheme with others as add-ons, by chance but not by design.” SEFF is calling for the UK and Irish governments to provide funding for an extension and for greater promotion of the scheme outside Northern Ireland. “We support an extension to the Scheme on the basis that there would be a new will and dedicated resource to promote the Scheme outside of Northern Ireland,” he said. The Northern Ireland Office said the scheme provided “much needed acknowledgement and support” to victims and their families.
