Simon Levy, aged 40, murdered two women and raped a third, with failings by police and the courts leaving him free to offend. Detective chief inspector Neil John, from Scotland Yard, said: "Simon Levy is a dangerous and predatory offender. The Metropolitan Police, British Transport Police and Crown Prosecution Service have acknowledged failings in how they handled the case. Levy, a convicted sex offender, had been under supervision by the probation service and police but managed to evade further scrutiny by lying to officers. He claimed he rarely left his home and spent his time watching YouTube, despite ongoing criminal activity.
