Portugal’s tourism companies are increasingly recruiting throughout the year rather than concentrating hiring around the summer season, but finding qualified workers remains a major challenge. Around 80% of tourism businesses say they struggle to find suitably qualified candidates, according to the 2026 Tourism Talent Report produced by employment platform Bolsa de Empregabilidade. The study points to a “structural change” in the tourism labour market, with 67% of companies now recruiting continuously throughout the year. The lack of qualified candidates was identified as the biggest concern by employers, with 80% reporting difficulties finding workers with the skills they need. Tourism businesses are also paying greater attention to how they present themselves to potential employees.
