Governments spent 0.69 per cent of GDP on R&D in 2025, up from 0.66 per cent in 2015Spending on R&D by EU governments has slightly outpaced GDP growth over the past 10 years, new data have revealed. The EU’s official statistics body Eurostat said EU governments spent €130.2 billion on R&D in 2025—up 61 per cent on €81.1bn in 2015.
