Home Office minister Anna Turley said they would be “contained” on the “self-contained” site in Piddington, near Bicester, but clarified those being housed would be allowed out.
Some 1,250 male migrants will be housed at MoD Bicester Site A, which borders a local playing field.
Ms Turley said local people would be consulted and the Government is going through the planning process.
The plan aims to replace asylum hotels, but has sparked opposition from residents, Cherwell District Council, and Bicester and Woodstock MP Calum Miller.
If deemed suitable, the site would accommodate single adult males between the ages of 18 and 65 who have applied for asylum.
