Welsh Water will replace more than 13 kilometres of old cast iron pipes with modern polyethylene pipes in response to ongoing concerns about water quality.
The investment follows complaints from residents about discoloured water and a public meeting organised last year by councillors Richard John and Jayne McKenna.
Councillor Richard John said: "We are delighted that Welsh Water has listened to the concerns raised by local residents and responded with a significant £8 million investment in Penallt's water network.
She said: "This is a very welcome investment to improve the quality of drinking water for residents in and around Penallt, replacing old cast iron pipework.
Welsh Water will host a public drop-in session at Pelham Hall in Penallt on Wednesday, August 26, from 3.30pm to 6.30pm.
