The planning application was submitted to Norwich City Council for a house of multiple occupation (HMO) at 3 St Benedicts View in Grapes Hill.
According to Mr Reeve's plans, the building has been used as a "small house in multiple occupation" since September last year.
Mr Reeve previously submitted plans in 2024 to convert the same building into a three-bedroom house, a proposal that was approved by Norwich City Council.
Elsewhere in the city, further HMO developments have taken place, including Portland House in Prince of Wales Road.
An agent for Trizone Ltd, which is behind the Portland House scheme, described the value of HMOs.
