Miguel Nobrega, who runs Mr Fish on Watchouse Lane in Galleywood, said he has repeatedly reported incidents of fly tipping to Chelmsford Council, but not all rubbish is being cleared. Mr Nobrega believes both issues could be addressed by having Chelmsford Council install a bin store on nearby vacant land. A spokesman for Chelmsford Council said: “We encourage all businesses and residents to report incidents of anti-social behaviour, including fly tipping, to us via our website.
