Calls for scrutiny of Watermills development after 'considerable' delays

Les Cade, of Livesey Parish Council, has raised concerns about flood risk, contamination, traffic and the impact on residents who have been left facing uncertainty over the long-running development.
Wain Homes submitted a planning application to Blackburn with Darwen Council in April 2025 for 181 homes, access and infrastructure works, including completion of the link road, on the 15.56-acre site.
However, he said the parish council had “grave concerns over the quality of the land”.
A Wain Homes spokesperson said: "As this is a live planning application, it would not be appropriate for us to comment in detail at this stage.
Blackburn with Darwen Council were contacted for comment.
