Les Cade, of Livesey Parish Council, has raised concerns about flood risk, contamination, traffic and the impact on residents who have been left facing uncertainty over the long-running development. Wain Homes submitted a planning application to Blackburn with Darwen Council in April 2025 for 181 homes, access and infrastructure works, including completion of the link road, on the 15.56-acre site. However, he said the parish council had “grave concerns over the quality of the land”. A Wain Homes spokesperson said: "As this is a live planning application, it would not be appropriate for us to comment in detail at this stage. Blackburn with Darwen Council were contacted for comment.
