DULUTH — One man has been cited while police are seeking to identify three others who allegedly poured dish soap in a Canal Park fountain earlier this month, creating a 20-foot-tall mound of bubbles.
A citation was issued to Travis Sundberg, 20, of Hermantown, for public nuisance, the Duluth Police Department said Tuesday.
ADVERTISEMENTAuthorities had to close off a lane of traffic and call a plumber to the Fountain of the Wind at Canal Park Drive and Buchanan Street shortly after 10 p.m. Aug. 1.

An off-duty city plumber had to respond at an overtime rate to add chemicals and turn off the fountain.
