Rao proposed a clear and uniform priority system based on sporting achievements, ranging from the highest international level to national-level competitions, for recruitment to government posts under the 3 per cent sports quota. He said restricting sports quota posts to only Olympic or World Cup-level achievers could result in several posts remaining vacant due to the limited number of athletes achieving such exceptional international success. He pointed out that Andhra Pradesh had won only two Olympic medals in the past 100 years and urged the government to systematically broaden the priority structure to include other recognised international and national-level achievements. He also sought equal consideration for all recognised sports without an A or B category classification. Rao said selection should instead be based on the level of sporting achievement, recognition of championships or events and the authenticity of sports certificates.
