According to the petition, Sanum’s legal representatives noted that “there is no longer any genuine dispute over the debt itself.” They further remarked: “This action is not about acknowledging and enforcing an international arbitral award: it is about recognizing and enforcing an admission of a debt. “By declaring, without qualification, that the Award is final, valid and binding, the Defendants conceded liability for the full amount awarded – an unconditional, direct admission of the debt,” Sanum’s legal representatives remarked. In light of these facts, Sanum representatives now claim that ST owes Sanum $464.024 million (approximately MOP3.75 billion). According to the stamp on the document reviewed by the Times, the petition to the Vientiane courts was filed on Aug. 6, 2026.
