Vijayawada: The Andhra Pradesh Christian Leaders Forum (APCLF) and representatives of organisations registered under the Foreign Contribution (Regulation) Act (FCRA) have urged the Centre to withhold the proposed Foreign Contribution (Regulation) Amendment Bill, 2026, and refer it to a Joint Parliamentary Committee (JPC) for comprehensive examination. APCLF chairman and AP and Telangana Non Government Organisations (NGOs) Federation representative Oliver Rayi said the proposed amendments could transform the FCRA from a regulatory framework into what he termed a “confiscatory regime”. He expressed concern over provisions relating to the automatic or provisional vesting of foreign contributions and assets following the cancellation, surrender or cessation of FCRA registration. Rayi said the Bill, if passed in its present form, could put the future of around 350 Christian organisations in the state at risk. He claimed that around 10 to 20 lakh people in Andhra Pradesh and Telangana could be directly or indirectly affected if NGOs were forced to curtail their activities.
