WINONA, Minn. — A previous sex offender is off the hook in a case from early this year. Prosecutors dismissed the first-degree burglary and fifth-degree criminal sexual conduct case against 48-year-old Terry Carlton Ross, who was accused of entering a woman's home and touching her while she slept. ADVERTISEMENTAccording to court documents, the case was dismissed Aug. 7 because "the victim refuses to cooperate with prosecution."
