Under 287(g) agreements, local law enforcement officers become an extension of ICE, with delegated powers to enforce federal immigration law, oftentimes with less than 40 hours of training. Nationwide, 70% of all ICE arrests actually result from ICE detainers and transfers from other law enforcement agencies rather than via the highly-publicized raids by uniformed ICE personnel. Earlier this year, Spanberger scaled back state collaboration with ICE by rescinding Executive Order 47, which had encouraged local law enforcement cooperation with the agency.
