As we’re only a few weeks away from the beginning of another football season, we’ll use a sports analogy. As teams are warming up before a big game, one way to measure odds of success is the “eye test” — which team looks more likely to win. Then, the game starts, and we learn what’s what. If the West Park Mall redevelopment project was a football game, we’d say that while the game has barely gotten started, we like its chances. If the project succeeded, so would local taxing authorities.
