Prime Minister Narendra Modi is attempting to boost domestic gas supplies with a new $2.5 billion National Circular Bioenergy Scheme — known in India as GOBARdhan, or "dung wealth" — a program that aims to encourage production of methane from waste through price incentives, capital subsidies and mandatory blending.
