The U.S. Senate just passed the bipartisan Common Cents Act, one month after it was passed in the U.S. House of Representatives. Now the bill heads to President Trump’s desk, and the penny is one step closer to being defunct. The rounding guidelines stipulate that when exact change cannot be provided:Businesses must round down if the total ends in 1 cent, 2 cents, 6 cents, or 7 cents. Businesses must round up if the total ends in 3 cents, 4 cents, 8 cents, or 9 cents. The Common Cents bill creates a national standard for adjusting to the phase-out of the penny, and addresses business concerns about being able to legally complete customer transactions.
