(Penang Global Tourism pic)GEORGE TOWN : Penang is targeting the reclamation of half of its identified reclamation areas by 2040, while also planning to develop selected hill land and protect Middle Bank as a marine sanctuary, according to its draft 2040 structure plan. The draft also proposes allowing development on selected hill land above 76m in elevation. Protected areas such as Penang Hill Biosphere Reserve, permanent forests, and the Penang National Park are excluded. As the document remains a draft, the reclamation and hill development figures are planning targets, not approvals for work to begin.
