The operation took place at Ranya Hand Car Wash on Fakenham Road in Taverham, where two Iraqi males were arrested for immigration offences.
A Home Office spokesman said: "Illegal working undermines honest employers, undercuts local wages, and fuels organised immigration crime.
The business has been served with a civil penalty referral notice while further investigations are carried out to determine liability.
The Home Office Civil Penalty Compliance Team will review the evidence before deciding whether to issue a civil penalty notice.
Fines can reach up to £45,000 per illegal worker for a first breach, and up to a maximum of £60,000 for repeat offending.
