And the pavement and café licensing sub-committee is set to make a decision on it at its meeting on Friday. With regard to the council’s pavement café policy and standard mandatory conditions, the sub-committee ‘should consider’ public order, public nuisance, public safety, crime and disorder and needs of the area. The report says the licensed area ‘should not present a risk to good public order’ in the locality in which it is situated. “The location of the licensed area should not present a substantial risk to the public in terms of road safety, obstruction and fire hazard.
