David Greenwood, of Albion Properties, had sought permission to build on land south of Vale Road.
The scheme attracted significant objections, with locals raising concerns over safety, pressure on local infrastructure, flooding, and the loss of countryside character.
Norfolk County Council had objected, and said Vale Road was "inadequate to serve the development" because of its "restricted width, lack of passing provision and substandard construction".
Environmental officers also maintained an objection over traffic noise from the A146 affecting possible future homeowners.
Plans have been revealed for 24 homes in between the A146 and Vale Road in Thurton.
