On August 5, Lewes District Council’s planning committee considered an outline application to build up to 180 homes on Turnpike Farm greenfield land to the east of Broyle Side, near Ringmer. The precise wording of this proposed refusal was delegated to officers, but councillors said it should cover matters of landscape impact and highway safety. In making their recommendation to approve, council planning officers said the council’s housing land supply figure results in a “tilted balance” in favour of the development going ahead, as a result of national planning rules. These rules require the drawbacks of a proposal to “significantly and demonstrably outweigh the benefits” before a refusal is justified. However, the application included indicative plans showing how the development could contain: 14 one-bedroom units; 58 two-bedroom units; 88 three-bedroom units; and 20 four-bedroom units.
