Councils are being given new powers to limit the growth of vape shops and betting firms on high streets.
Prime Minister Andy Burnham announced the measures, which require the businesses to apply for planning permission before opening.
Carlisle MP Julie Minns said: "Today’s announcement of new powers for councils to crackdown on 'dodgy shops' is very welcome.
"We have seen illegal vapes and tobacco seized from shops in our city, only for some premises to be back open immediately.
"I raised this directly with Ministers, calling for tougher powers, because legitimate businesses should not have to compete with rogue operators who play by different rules.
