GRAND FORKS — A proposed development project at Ray Richards Golf Course in Grand Forks took a step forward Monday, Aug. 10. The Grand Forks City Council and Grand Forks County Commission still need to weigh in. Grand Forks City Administrator Todd Feland presented an updated proposal that would see the PILOT agreement reviewed after 10 and 15 years. Board member Bri Hall was allowed to vote, even after stating she works for UND, who owns the golf course. The Grand Forks County Commission is expected to take up the issue at its Aug. 18 meeting.
