Richard Kendrick, of Helping Homeless North Wales, also said Denbighshire County Council has “killed hospitality in Rhyl” by using far more B&Bs and hotels in the town as temporary emergency accommodation than in other areas of the county.
A number of StreetLink referral forms he has sent, designed to inform the council of homeless individuals, have not been responded to, he added.
In addition, he said, all temporary emergency accommodation must be staffed 24/7, with all staff DBS-checked and first aid-trained.
