Developer’s bid to turn 19ft garage into Sandbanks home rejected for fourth time

Peter Mullins spent £600,000 on the 19ft-wide property in 2021, hoping to cash in on the exclusive Poole peninsula, where modest homes regularly fetch more than £1 million.
Planning consultant Colin Henry defended the plans, accusing Bournemouth, Christchurch and Poole Council of unfair treatment and excessive scrutiny.
BCP Council flood expert Richard Gazzard said the drainage plans were flawed and could endanger neighbouring properties.
Mr Mullins has made several attempts to develop the garage, first applying to build semi-detached homes and later two flats.
An earlier scheme for two three-storey duplex flats was refused after planners found the site lay in a future flood zone and failed the required sequential test.
