The project has been brought forward by the council’s director of learning and skills, Liz Jones, with its property section acting as agent.
The single‑storey block will sit on grassland adjacent to the car park, measuring about 19.2 metres by 9.2 metres with a flat roof around 3.15 metres high.
The school has an extensive planning history, including previous classroom extensions and a sports hall, and Penarth Town Council recommended approval of the latest scheme.
In their report, planners said the new building is acceptable in principle as additional educational provision within the settlement boundary and would be read as part of the wider school complex.
They concluded the modest scale, grey external finish and siting mean it will not significantly harm the character of the area, particularly once tree protection and replacement planting are in place.
