Large deposits of garden, household and building waste were found dumped across locations in Inverkeithing, Glenrothes and Kirkcaldy.
Police worked alongside Fife Council Safer Communities officers to investigate the incidents.
"These deposits cause a hazard to the public and cost Fife Council and others thousands of pounds to clear up."
"You can check with SEPA to see if an individual or organisation holds any certification or authorisation to carry out a particular service.
"We will continue to work with our partners, including Fife Council and SEPA, who can fine repeat offenders up to £40,000 for illegal waste deposits."
