The report highlighted that children spend a lot of time in "unsupported free play," which often leads to a "disorderly play environment."
However, the report stated that "leaders do not ensure that staff understand how to support children's behaviour."
Inspectors said as a result, staff failed to manage behaviour or provide the support children need to develop emotional control, resulting in poor attitudes to learning.
A spokesperson for the nursery said they "dispute" some of the report's findings and that the education watchdog visited the nursery for a second time three weeks later.
"We respect the importance of Ofsted inspections and the role they play in protecting children and maintaining standards.
