Majola said Sacaa’s primary mandate is civil aviation safety, security and environmental compliance and does not extend to commercial matters unless they affect aviation safety and security. He added that Sacaa is empowered to act on operational misconduct and breaches of the Civil Aviation Regulations, rather than commercial or financial disputes. “The approved contractors on the Sacaa list of suppliers provide security services to the aviation sector and the people of South Africa. “Sacaa is very remiss in that it does not take seriously its requirement to independently verify the legal status of approved aviation security organisations. “For a number of years there have been concerns about poor oversight at institutions like the Civil Aviation Authority and the time for leadership change may be overdue.”
