Re-equilibration, moderation or escalation? Unlike Ukraine, Russian industry has only started to develop the capability to mass-produce interceptor drones. Nevertheless, the Duma elections do play a role in the functioning of the Russian political system. A repair of and prevention of further attacks on, for instance, Russian oil refineries would demand a strategy of moderation rather than escalation. The Ukrainian successes of striking Russia’s energy infrastructure and the military industrial complex will not produce a Russian military collapse.
