No amnesty bill has been introduced in Armenia for seven years and nine months, Liana Gasparyan, a lawmaker from the Strong Armenia parliamentary faction, said during a parliamentary session. “I believe this is not simply another legislative proposal, but an institution that directly concerns people’s liberty and criminal justice policy,” the opposition lawmaker said. Julhakyan outlined the government’s approach, saying it does not consider amnesty an appropriate path and that issues of early release should instead be considered in individual cases. Gasparyan responded that she had already been familiar with the political approach outlined by Julhakyan when formulating her question. “Experience so far has shown that the early release mechanism works in the same way: courts generally follow prosecutors’ objections, and the rates of conditional early release remain unsatisfactory for our citizens,” the Strong Armenia lawmaker said.
