Artur Khachatryan, a lawmaker from the Hayastan parliamentary faction, raised a question in the National Assembly about which legal act established the territory of the Republic of Armenia at 29,743 square kilometers. “A map is not a normative legal act. Yes, normative legal acts are developed on the basis of maps, and maps derive from normative legal acts, but a map as such is not a normative legal act. What is that legal act? Then-parliament speaker Alen Simonyan responded that Armenia’s sovereign territory had been 29,743 square kilometers since independence.
