The suggestion that the NHVR is becoming a “National Accreditation Regulator” does not reflect the breadth of the NHVR’s responsibilities or the purpose of the recent accreditation reforms. The NHVR regulates more than 250,000 heavy vehicle operators across Australia, regardless of whether they participate in the National Heavy Vehicle Accreditation Scheme (NHVAS), or the new Heavy Vehicle Accreditation (HVA) scheme. While participation is voluntary, the Heavy Vehicle National Law (HVNL) applies equally to all heavy vehicle operators.
