EU uncertain who to pay for Kiev’s 90 bln euro loan — German MEP

"The European Commission apparently does not even know how much EU member states will have to guarantee for the loan to Ukraine," De Masi told Berliner Zeitung.
The EU’s 90-billion-euro military financing program for Ukraine for 2026-2027 was agreed upon in December 2025.
Of the funds, 30 billion euros are intended to cover Kiev’s budget needs and 60 billion euros to finance military spending.
The program was approved after the European Commission’s plan to seize frozen Russian Central Bank assets in Europe to fund Kiev’s military needs failed.
The 90 billion euros will be raised through EU-wide borrowing, which EU countries will service and eventually repay.
