Included in those comments was a warning of the authorization of “a wave of local sales tax increases.” Most of these mentions of the one percent increase in the local sales tax include that it is subject to local referendum. A majority of the voters in the jurisdiction must approve the sales tax increase before it can go into effect. Prior to this year, the General Assembly has authorized, on a piecemeal basis, nine localities to hold a referendum on increasing the local sales tax. However, the Board of Supervisors tried again the next year and the sales tax increase was approved by 52 percent of the voters.
