Cotswold District Council said a £1,000 Fixed Penalty Notice was issued after controlled waste was illegally dumped in a ditch near Fairford.
Following a report from a member of the public, council officers from CDC investigated the incident, identified the offender and issued the penalty after the offence was admitted.
In a separate case, a householder was issued with a £600 FPN for failing in their household waste duty of care after their waste was found dumped near Whittington.
Failing to check a waste carrier is properly licensed can result in enforcement action if the waste is fly-tipped.
If the waste is subsequently fly-tipped, this information may help the council identify and investigate those responsible.
