Her call comes as questions continue to be raised about how the government intends to finance its response to GBVF. South Africa formally classified GBVF as a national disaster in November 2025, placing the national executive in charge of coordinating the response under the Disaster Management Act. The decision followed growing pressure for government to treat the violence facing women and children as an emergency requiring a coordinated national response. The government has also said the national disaster classification would allow it to better coordinate its response and direct efforts towards interventions with the greatest impact. The question facing government is therefore increasingly practical: what will change for survivors because GBVF has been declared a national disaster?
