A flash flood warning was in effect for northwestern Carter County until 3:45 a.m. Saturday after radar estimated 3 to 5 inches of rain had fallen in a two-hour period east of Winona, according to the National Weather Service in Paducah. The Carter County Sheriff’s Department said at 10 p.m. Friday that deputies were notifying people at camping areas and visiting homes that could be affected by rising water.
