Unlike other species (foxes, badgers, and otters, for example), black bears and cougars can’t be trapped by the public for recreation. On average each year in Oregon, roughly 220 bears and 60 cougars die from trapping. The types of traps used range from unpadded foothold traps to cage traps to cable neck snares. Trapped animals experience psychological distress at the least, and severe injury or death by dehydration, overheating, or starvation at the worst. It would still allow bears and cougars to be left in traps for two and a half days.
