The National Transport and Safety Authority (NTSA) has suffered a setback after the High Court blocked it from permanently invalidating existing physical motor vehicle logbooks, complicating the authority’s transition to the electronic registration system. “Pending the hearing and determination of the Petition, a conservatory order hereby issues restraining the respondents from permanently discontinuing or invalidating existing physical Certificates of Registration (Logbooks) held by members of the public,” the court ruled. They are also raising concerns over data privacy, cybersecurity, digital exclusion and charges linked to the electronic registration system. The ruling comes just hours after NTSA issued a fresh notice giving motorists four months to collect physical logbooks that have already been printed and remain uncollected at its offices. The latest court order, however, means existing physical logbooks cannot be permanently discontinued or invalidated while the petition is pending, adding a new legal hurdle to NTSA’s transition from physical to electronic vehicle registration records.
