In 10 of those contests, Minnesota led the nation in voter turnout, sometimes with nearly 80% of eligible voters casting ballots. Yet on Tuesday, if history is any indication, fewer than one in five eligible Minnesota voters will cast a ballot in the primary election. It's early August in Minnesota, which means people are still in full “Enjoy summer while it lasts” mode.
