Mr Adams, who runs Stationery House, funded the legal challenge himself and represented himself before the High Court. Mr Adams continued researching and preparing his case while battling stage three cancer, undergoing a major operation and a year of chemotherapy. A North Somerset Council spokesperson said: "North Somerset Council has always been confident in the process followed when introducing parking charges to Clevedon car parks. "Correspondence with Mr Adams included opportunities to withdraw his claim so not to incur potential costs associated with legal action, however, Mr Adams declined. "The court considered Mr Adams' view on costs but took the decision including setting the required timescales for costs repayment."
