(Abigail Pritchard / Staff Writer)SIDNEY — In a small, stiflingly hot town office packed with more than 80 people, Sidney residents voted down an ordinance that would have placed a 180-day moratorium on large-scale industrial facilities and created an oversight board. Peter Beckerman, a former municipal attorney and Sidney resident, spoke in favor of the ordinance. After little discussion, residents voted to move the vote on the ordinance to a paper ballot to ensure all residents’ votes would be counted. While town officials counted the votes, residents opened doors and stood outside to get fresh air.
