Manufacturers have seen a sharp increase already in requests that go beyond the requirements of the EU Packaging and Packaging Waste Regulation (PPWR), according to Elipso, the French plastic packaging association. ‘Packaging suppliers have an information obligation, but cannot assume, by substitution, the final responsibility for the packaged product,’ said Elipso, which says its member companies generate a combined annual turnover of €8 billion, representing 70% of the sector in France. A number of the PPWR's technical requirements are not applicable in the absence of implementing acts defining their conditions of application, according to the trade association.
