The monitoring team noted that fully implementing the hundreds of police reforms outlined in the Community Commitment is expected to take years. Overall, Effective Law Enforcement for All found that most of the reform efforts remain in the very early stages. The monitoring team will hold a community meeting at Simmons College on Sept. 14 to discuss the study. They argued that LMPD training, in general, needs better alignment between policy and practice and more scenario-based and standardized examples. The Community Commitment requires the department to adopt new use-of-force guidelines that stress “the sanctity of human life, proportionality and de-escalation.”
